Two different groups are floating around their proposals on health care reform.
The first is the House Freedom Caucus. They have started distributing a discharge petition to force a vote in the House on the 2015 ObamaCare repeal bill.
That bill passed the House with 240 votes back in late 2015.
The other proposal is coming from Senators Dean Heller (NV), Lindsey Graham (SC), and Bill Cassidy (LA).
Their proposal quite simply doesn’t deserve consideration as it leaves almost all of the bad parts of ObamaCare in place.
Let’s start with the few good things that are in their proposal. It increases the amount an individual can contribute to their Health Savings Account (HSA). It also allows people to pay their health insurance premiums out of their HSAs.
It does allow states to receive a waiver from some of the burdensome regulations and also allow states to opt out of the “essential health benefits” provisions so states can create cheaper health insurance plans.
That is where the positive things end.
Proponents will say that it eliminates the individual and employer mandates. In reality, all this does, as with so many of the other proposals, is zero out the fine on those mandates. This makes it easy to bring back the fines down the road when Republicans are no longer in the majority.
While that is bad enough, the Graham-Cassidy-Heller proposal doesn’t repeal most of the taxes in ObamaCare.
Even the medical device tax, the one tax that is hated on both sides of the aisle, remains in this health care proposal.
The so called “Cadillac tax” on high-cost health care plans remains in place, as do many of the other taxes.
You might also be asking yourself if all of the regulations remain in place. And yes, they do.
Senator Cassidy said earlier this week that he has been meeting with the White House “two or three times a week” on health care reform.
Senator Graham was on the Fox News Sunday last weekend saying he thinks there are the 50 votes needed to pass this legislation.
